In a major grid-down situation in the nearly all radio transmitters, especially the big ones, will not be working. As such, it creates a 'quiet' environment for listening to the radio transmissions that are coming from elsewhere Asia, Europe, South America, etc.. This makes listening to low frequency transmissions from those places AM and shortwave radio much easier, especially at night when the sun isn't interfering. Again, it will transmit UHF just fine, but not VHF. It's not a microphone problem. have you tried it on simplex? that might help figure out if its a split or PL tone issue. I'd get a copy of chirp with a programming cable. It is possible within Chirp to disable VHF or UHF bands individually. We use the same radios at work and I disabled the UHF band so people couldn't transmit on those. If UHF is functioning on the radio, then I'd suspect a software type issue. this is what you have to do to fix it. Super simple Got a new Baofeng UV-5RE and I'm having the exact same problem.
